Missing data are not adverse findings
Missing PBJ rows are not counted as zero staffing. Case-mix persistence uses only quarters where CMS comparison points are available.
Use facility-level context
CT comparison patterns are PBJ-derived screening estimates, not formal DPH findings. Contract staffing shares are descriptive indicators and do not independently prove staffing instability or poor care. Use the facility explorer to review full quarter-by-quarter context.
